The work generally consists of the following:

The City of Dunedin intends to upgrade its existing PLCs and InTouch application in the Advanced Wastewater Treatment Facility AWWTF and Collection systems. The scope of work includes the following for this project: supply materials; install, test and commission existing Local and Remote Telemetry Units. This is to include: PLCs, network equipment, power supplies, terminal blocks, wire, wire ways, surge suppression, cellular communication modems, miscellaneous mounting hardware, and computers. Work will be accomplished on a time and expense basis. Direct material expenses will be reimbursed at actual cost plus proposed markup. The project is located at The City of Dunedin Wastewater Treatment Plant (1140 Martin Luther King Jr. Avenue Dunedin, Florida 34698) and at each of the City’s lift stations. 

The estimate for the project is $1,100,000.

The time allotted for this project is 420 days, for substantial completion and 450 days for final completion.

A Mandatory Pre-Bid meeting will be held on, October 4, 2018, at 10:00 a.m., City of Dunedin Wastewater Treatment Plant, 1140 Martin Luther King Jr. Avenue Dunedin, Florida 34698. All interested parties are required to attend this meeting.

All contractor Requests For Information (RFI) must be submitted ten (10) days before the bid opening, to Russell Ferlita, Ph.D., P.E., Section Engineer, at .(JavaScript must be enabled to view this email address), prior to 2:00 p.m., local time. The City will not respond to RFI’s submitted after that date. The City will process the requests and respond within a timely manner.

Sealed proposals will be accepted by the City of Dunedin, Purchasing Office, 750 Milwaukee Avenue, Dunedin, Florida 34698, until

2:00 P.M., Local Time
Tuesday, October 23, 2018

at which time, bids will be opened and read aloud in the Engineering Office, located at the Office of the City Engineer, 737 Louden Ave, 2nd Floor, Dunedin, FL 34698 .

All work performed shall be in accordance with the Contract Documents.

Copies of plans and specifications can be obtained by going to Demandstar at http://www.demandstar.com. Hard copies of the bid documents are available at a cost to the Contractor. Contact Chuck Ankney, CPPO, Purchasing Agent, at cankney@ dunedinfl.net, if interested.

It is the bidder’s responsibility to check the final documents and addendum prior to bid submittal.

Two copies of the bid proposal shall be submitted on the standard forms that are included in the specifications and must be marked,

“SEALED BID WWTP SCADA SYSTEM UPGRADES
Financial Project #: - 521706
Bid #: 18-1116
DO NOT OPEN IN MAIL ROOM.”

In addition, the proposals must be marked with the bidder’s name and address and be accepted by the Purchasing Office by the time and date specified above. Any bid received after the time and date specified shall not be considered. The City of Dunedin is not responsible for the US Mail or private couriers regarding mail being delivered by the specified time so that a bid can be considered. 

The City of Dunedin, Florida reserves the right to reject any and all bids received, to waive any irregularities or informalities, to re-advertise and to award the Contract in its best interest. Bids which are incomplete or which are not submitted in accordance with instructions in the INVITATION may be disqualified.
