PUBLIC ANNOUNCEMENT
ASBESTOS AND LEAD PAINT CONSULTING SERVICES

The School Board of Pinellas County, Florida, seeks qualification packages from firms interested in providing Professional Services as they relate to the School Board's Asbestos Management and Lead Paint Programs. Specific services to be required are as follows:

ASBESTOS PROGRAM:
• Development of asbestos abatement project plans and specifications.
• Asbestos abatement project administration.
• Abatement project air monitoring and on-site project management to assure ongoing compliance with AHERA and NESHAP regulations as well as any other applicable regulations in effect at the time of the project.
• Final clearance sampling and analysis by Phase Contrast or Transmission Electron Microscopy (PCM or TEM).
• Conduct AHERA and NESHAP building surveys as directed.

LEAD PAINT PROGRAM:
• Conduct lead paint surveys of designated school board facilities.
• Provide risk assessments using accepted protocols.
• Provide lead paint abatement project design and monitoring services as needed.

Note: Interested firms may submit qualification packages for asbestos services, lead paint services or both. Firms should be advised that, historically, the amount of lead paint work required is minor when compared to the amount of asbestos work requested.
These services will be required on an as needed basis and the School Board offers no warranty or guarantee as to the quantity of work actually available during the time frame of this agreement. This Professional Service agreement shall be in effect for one (1) calendar year from the date of the approval.

QUALIFICATIONS NECESSARY FOR CONSIDERATION:

ASBESTOS:
• Interested firms must be licensed to conduct business in the State of Florida as a licensed asbestos consulting business as defined in Chapter 469 of Florida Statutes (F.S.) and in Rule 61E1, Florida Administrative Code (F.A.C.).
• Licensed asbestos consultants working for qualified asbestos consulting firms must meet all requirements set forth in Chapter 469, F.S. and in Rule 61E1, F.A.C.
• Interested firms must demonstrate the ability to mobilize adequate numbers of qualified personnel and equipment to cover projects of variable size and duration. All abatement projects shall be staffed by individuals holding both a NIOSH 582 or equivalent asbestos air sampling and analysis certification and an up to date asbestos abatement project management and supervision certification. Project monitors shall remain on site whenever abatement related activities are underway. All PCM area and clearance samples shall be analyzed on site using NIOSH Method 7400 unless directed otherwise by the School Board's Asbestos Coordinator.
• All TEM air samples and PLM bulk samples shall be analyzed by a laboratory accredited under the National Voluntary Laboratory Accreditation Program (NVLAP). Turnaround time for receipt of TEM final clearance sample results shall be no more than 24-hours from the time of sampling completion.
• All AHERA and NESHAP surveys shall be conducted by individuals employed by the applicant firm. Such individuals shall be certified as asbestos inspectors by an approved training course provider as designated in 61E1-2.006.

LEAD PAINT:
• Firms and individuals conducting lead paint work must meet the requirements of EPA's 40 CFR Part 745 rule.

MANDATORY SUBMITTALS:

* Copies of all applicable business and consulting licenses and certifications.
* Copies of laboratory licenses and certifications for all labs proposed for use for TEM analysis and bulk sample analysis.
* Proof of participation in the AIHA-NIOSH Proficiency Analytical Testing (PAT) program.
* Copies of personnel resumes, including copies of appropriate certifications and certificates of training, for employees to be used on Pinellas County School Board projects.
* References, particularly as they relate to similar work performed in other public school districts by the applicant firm.

A firm desiring to provide the designated professional services must furnish a Standard Federal Form 330 Rev. 06/04 (whether or not on file with the Maintenance Department). Further, to be eligible, a firm must complete and submit their professional liability insurance. The applicant firm must clearly establish the authorization from the State of Florida to practice under the exact name used on the application and (if a successful applicant), this name must be used in the Agreement and upon all subsequent documents. This will also be submitted to the Maintenance Department.

Applicants for each project shall apply separately in writing for consideration for specific projects. Each application shall describe the firm's abilities with respect to the specific project's requirements and include a synopsis of the firm's qualifications and past experience typewritten upon or attached to the Pinellas County School Board's Professional Qualification Supplement (PQS) form revised April 2008. Older editions will not be accepted. That can be obtained on the web site at www.pcsb.org. The PQS form will be considered to be the application. Photographs or reproduction of photographs of finished project may, if applicable, be included. The total application shall be bound in booklet form. Applicants are advised to confirm compliance with The Jessica Lunsford Act. Information may be obtained from www.pcsb.org for more detail.

The latest time for receipt of application (one (1) copy) in the Office of the School Board Architect is Friday, May 25, 2012 at 3:00 o'clock p.m. Late submittals will not be accepted.
