SCHOOL BOARD OF PINELLAS COUNTY, FLORIDA NOTICE OF CHANGE IN RULE ADOPTION
RULES AFFECTED AND THEIR TITLES: Policies Policy 5410.01 - REQUIRED CORE CURRICULUM/ PROMOTION/RETENTION/ACCELERATION - ELEMENTARY; Policy 5410.02 - REGULAR PROGRAM CORE CURRICULUM/ PROMOTION/ RETENTION/ ACCELERATION - MIDDLE SCHOOL; Policy 5420.01 - REPORTING STUDENT PROGRESS - ELEMENTARY; Policy 5420.02 - REPORTING STUDENT PROGRESS - MIDDLE SCHOOL; Policy 5420.03 - REPORTING STUDENT PROGRESS AND CLASS RANKING - HIGH SCHOOL; Policy 5455 - FLORIDA'S BRIGHT FUTURES SCHOLARSHIP PROGRAM; and Policy 5460 - GRADUATION REQUIREMENTS.
Notice is Hereby Given That, in accordance with subsection 120.54(3)(d)1., F.S., changes have been made to the proposed rules, consisting of: Changing the name of the official state standards to Florida Standards; Changes related to the required program of core curriculum content and new legislation for elementary and middle school; Changes related to reporting student progress in elementary and middle school; Requirements for English Language Learners students to meet grade appropriate Standards; Changes the requirement for middle school students taking the End of Course (EOC) exams for Algebra I; Changes for middle school students enrolled in high school Geometry or Biology I and EOCs; Clarifies the requirements for standard high school diplomas scholar designation; Adds that students entering seventh grade must be enrolled in a year-long Civics course; Changes the weighting formula for Honors courses for incoming freshman in 2014-15; Revises areas relating to community Service Work Experience for Bright Futures Awards; Updates special diploma requirements; Changes the reporting of student progress from six week to quarterly; and Changes the calculation for final grades in high school.
Such amendments are reflected in the noted policies. Notice of Rule Development for Policies 5410.01, 5410.02, 5420.01, 5420.02, 5455, and 5460 was published in The Business Observer on November 15, 2013, Notice of Rule Development for Policy 5420.03 was published in the same publication on November 22, 2013, and Notice of Public Hearing/Intended Agency Action was published in the same publication on December 20, 2013.
The changes are supported by the record of public hearings held on the rule, and/or are in response to written material submitted to the agency within 21 days after the date of publication of the notice of intended agency action or submitted to the agency between the date of publication of the notice and the end of the final public hearing.
