INVITATION TO BID CITY OF DUNEDIN PINELLAS COUNTY, FLORIDA 34698 BID NO. 14-1018
Sealed bids for the North Douglas Streetscape Main Street to Skinner Blvd - Community Development Block Grant (CDBG Agreement No. B-13-UC-12-0005) project will be received until 2:00 p.m., February 25, 2014 at the Purchasing Office, 750 Milwaukee Avenue, Dunedin, Florida 34698. Bids will be opened, logged in and read aloud at that time. Any individual requiring assistance must give the Purchasing Section written notice 48 hours in advance so accommodations can be made.
This project consists of the following Base Bid work and/or Bid Alternate work. Any or all of the Bid Alternates may not be awarded at the time of award. The North Douglas Avenue Streetscape Project is from Main Street to Skinner Boulevard in Downtown Dunedin. The project narrows the roadway, replaces the curb and continues the Downtown concrete paver sidewalks and pedestrian street lighting on both sides from Grant Street to Skinner Boulevard. The remainder right-of-way will be landscaping with ornamental trees and groundcover. The sidewalks will be reconstructed to meet ADA standards with detectable warning surface. The intersection and midblock crosswalks will include a textured surface to look like brick paving. All of Douglas Avenue will be milled and resurfaced.
This is a COMMUNITY DEVELOPMENT BLOCK GRANT project, Grant No. B-13-UC-12-0005, funded through the United States Department of housing and Urban Development. Therefore, Federal regulations including, but not limited to the following apply: Federal Labor Standards per 29 CFR parts 3 and 5, Procurement Procedures per Part 85 Uniform Administrative requirements, Affirmative Action to achieve Equal Employment Opportunity per 41 CFR 60-4 and Section 3 provisions per 24 CFR 135, Section 306 of the Clean Water Act per 42 USC 1857(h), Section 508 of the Clean Air Act per 33 UWC 1368, Executive Order 11738 and Environmental Protection Agency regulations per 40 CFR part 15. The successful Bidder will be required to furnish and pay for a satisfactory one hundred percent (100%) contract performance and payment bond. Surety companies executing these bonds must appear in the US Treasury Department's most current list (Circular 570, as amended), and be authorized to transact business in the State of Florida. Details regarding these and other Federal Requirements are included in contract documents. Minority and Women Business Enterprises are encouraged to apply.
Discrimination: An entity or affiliate who has been placed on the discriminatory vendor list may not submit a bid on a contract to provide goods or services to a public entity, may not submit a bid on a contract with a public entity for the construction or repair of a public building or public work, may not submit bids on leases of real property to a public entity, may not award or perform work as a contractor, supplier, subcontractor, or consultant under contract with any public entity, and may not transact business with any public entity.

A pre-bid meeting will be held on February 11, 2014, at 09:00 a.m. in the Engineering Conference Room, 737 Louden Avenue, 2nd Floor, Dunedin, FL.
All bids shall be submitted on standard bid forms (in duplicate), which are furnished with the bidding package and shall be in a sealed envelope marked:
