REQUEST FOR PROPOSAL FOR PHASE I AND OFFSITE
PROJECTS
Notice is hereby given that the Myakka Ranch Community Development District (“District”) will receive proposals for the following projects:
Phase I and Offsite Projects
The District and Starwood Land Ventures, LLC (the “Developer”) are seeking the services of one (1) or more proposers to provide for the construction, labor, materials and equipment necessary for the construction within Phase 1 of the District and the completion of certain offsite projects, which shall include, but is not limited to, clearing; earthwork; roadway; curb and gutter; sidewalks; drainage; water, sewer and reuse utilities; and entry features, hardscaping and landscaping all in accordance with the plans and specifications, as more particularly described in the Project Manual.
The Project Manual, consisting of the proposal package, contract, proposal form, plans, and other materials, will be available for public inspection and may be obtained beginning Friday, October 30th, 2015 at 12:00 p.m. at the offices of the District Engineer, AM Engineering, Inc., located at 8340 Consumer Court, Sarasota, Florida 34240, (941) 377-9178 for the sum of $100 per Project Manual. It is recommended that prospective proposers email orders to [email protected] in advance to avoid printing delay. Proposers may purchase as many Project Manuals as they would like. No partial Project Manual or plans will be available.
There will be a mandatory pre-proposal conference at the offices of AM Engineering, Inc., 8340 Consumer Court, Sarasota, Florida 34240 on Thursday, November 12th, 2015 at 2:00 p.m. Failure to attend will preclude the District's consideration of a proposal for District-funded infrastructure that is submitted by a non-attending proposer.
Proposals for the District-funded infrastructure will be evaluated in accordance with the criteria included in the Project Manual. Proposals for the Developer-funded infrastructure will be evaluated in the sole discretion of the Developer.
The District and the Developer, respectively, reserve the right to reject any and all proposals, make modifications to the work, award the contract in whole or in part, provide for the delivery of the project in phases, and waive minor or technical irregularities in any proposal, as they deem appropriate, if they determine, in their sole discretion, that it is in the District's and/or the Developer's best interests to do so. The District and the Developer also reserve the right to award different components of the Project to different proposers, if the District and/or the Developer, respectively, concludes it is in their best interest to do so and in their sole discretion. Moreover, certain of the Project scope will be constructed and/or funded by the Developer portions of which may be subject to a cost share agreement between the District and the Developer.
Any protest of the terms and specifications must be filed with the District within seventy-two (72) hours of pickup of the Project Manual, together with a protest bond in a form acceptable to the District and in the amount of one (1%) percent of the anticipated contract amount for the District-funded infrastructure. In the event the protest is successful, the protest bond shall be refunded to the protestor. In the event the protest is unsuccessful, the protest bond shall be applied towards the District's costs, expenses and attorney's fees associated with hearing and defending the protest. Failure to timely file a protest will result in a waiver of proceedings under Chapter 190, Florida Statutes, and other law.
Firms desiring to provide construction services for the referenced project must submit one (1) original and eight (8) copies of the required proposal documents no later than 12:00 p.m. on Tuesday, December 1st, 2015 at the offices of the District Engineer, AM Engineering, Inc., located at 8340 Consumer Court, Sarasota, Florida 34240, where the proposals will be publicly opened consistent with Florida law. Additionally, as further described in the Project Manual, each proposer shall supply a bid bond or cashier's check in the sum equal to five percent (5%) of the total amount of the bid for the District-funded infrastructure with its proposal. Proposals shall be in the form provided in the Project Manual and submitted in a sealed envelope pursuant to the Instructions to Proposers. The District reserves the right to return unopened to the Proposer any proposals received after the time and date stipulated above. Each proposal shall remain binding for a minimum of one hundred and twenty (120) days after the proposal opening. The successful Proposer will be required upon award to furnish a public construction bond for one hundred percent (100%) of the value of the contract for the District-funded infrastructure, with a Surety acceptable to the District, in accordance with section 255.05, Florida Statutes.
