SECTION 00100 REQUEST FOR QUALIFICATIONS
Progressive Design Build Services for the City of Dunedin
Water Treatment Plant Refurbishment Project

The work generally consists of the following:
The City of Dunedin (City) is planning a Water Treatment Plant (WTP) Refurbishment Project to rehabilitate/replace the existing 9.5 MGD treatment plant and ensure the ongoing production of high quality potable water to its customers. The project is to be a progressive design build project and consists of a minimum of two phases as described below (project may be divided into additional phases as seen fit by the project team):
Phase I:
- Execution of pilot testing to aid in the decision of the pretreatment and treatment processes to be selected
- Detailed design to 90% and established guaranteed maximum price (GMP)
- Scheduling and logistics associated with completed work while maintaining production
Phase II:
- Completion of detailed design
- Finalization of scheduling and logistics
- Installation and construction of any temporary structures, piping, etc. required to complete the project
- Installation of all provided process units and interconnecting piping and supports
- Commissioning of all provided process, mechanical, electrical, and control units
All of the above phases of work shall include the decommissioning of current equipment concurrent with the commissioning of new equipment. Production of potable water shall not be interrupted at any point during the completion of the project. Substantial completion of this project is set for January 2020. The total budgeted amount for the project is $26.5M.
The purpose of the proposed project is to select one design-build team to work with the City of Dunedin to provide the requested improvements to the existing WTP.
A Voluntary Pre-Proposal Meeting and On-Site Walk Through will be held on, November 11, 2016, at 2:00 p.m., City of Dunedin Water Treatment Plant, 1401 County Rd 1, Dunedin, FL 34698. Attendance is voluntary; however, all interested parties are strongly encouraged to attend. At this meeting, City will offer information about the Project and the procurement process. Those who attend the pre-submittal meeting will have the opportunity to tour the Project site following the meeting to familiarize themselves with site conditions and constraints. Responders shall advise the City Contact by November 9, 2016 of the names of individuals who will attend the pre-submittal meeting. Due to space constraints, each firm is limited to two (2) attendees at the meeting and site tour.
All Requests For Information (RFI) must be submitted at least ten (10) days before the Statement of Qualifications (SOQ) opening, to Russell R. Ferlita, Ph.D., P.E., Section Engineer, at [email protected], prior to 2:00 p.m., local time. The City will not respond to RFI's submitted after that date. The City will process the requests and respond within a timely manner.
Sealed SOQs will be accepted by the City of Dunedin, Purchasing Office, 750 Milwaukee Avenue, Dunedin, Florida 34698, until
2:00 P.M., Local Time
Tuesday, December 13, 2016
at which time, responders' names will be documented and read aloud in the Engineering Office, located at the Office of the City Engineer, 737 Louden Ave, 2nd Floor, Dunedin, FL 34698.
All work performed shall be in accordance with the Contract Documents.
Copies of all SOQ documents can be obtained by going to Demandstar at www.demandstar.com. Hard copies of the SOQ documents are available at a cost to the Requester. Contact Chuck Ankney, CPPO, Purchasing Agent, at [email protected], if interested.
One original, five hard copies, and one electronic copy of the SOQ response shall be submitted on the standard forms that are included in the RFQ documents and must be marked,

In addition, the SOQ must be marked with the RESPONDER's name and address and be accepted by the Purchasing Office by the time and date specified above.
Any SOQ received after the time and date specified shall not be considered. The City of Dunedin is not responsible for the US Mail or private couriers regarding mail being delivered by the specified time so that a response can be considered. SOQs by telephone, email, text, or FAX will not be accepted. One contract shall be awarded for all work outlined above and described in the following sections of this RFQ.
The City of Dunedin, Florida reserves the right to reject any and all SOQs received, to waive any irregularities or informalities, to re-advertise and to award the Contract in its best interest. SOQs which are incomplete or which are not submitted in accordance with instructions in the INVITATION may be disqualified.
