NOTICE OF REQUEST FOR PROPOSALS FOR
CONSTRUCTION SERVICES
The Silverleaf Community Development District (“District”) is soliciting contracting services for the Low Bid Construction project identified below:
PROJECT NAME: Silverleaf Phase II & III Mass Grading
COUNTY: Manatee
WORK MIX: Mass Grading Silverleaf Subdivision Phase II & III
PROJECT DESCRIPTION: Mass grading of Silverleaf Phase II and III. Improvements include mass grading of 41.43 acres per plans.

ESTIMATED CONTRACT TIME: Maximum contract time is 160 contract days.

SELECTION PROCEDURE: Best Response.

PROCEDURE: The Request for Proposals will be available on Friday, March 31, 2017. For copies of the Request for Proposals, submit an email request to [email protected] Please include in your request: Firm Name, Contact Information, Email Address, and Mailing Address.

PRE-PROPOSAL MEETING: Interested firms must attend a pre-proposal conference which will be held on April 6, 2017, Time: 2:00 PM at ZNS Engineering, LC, 201 5th Avenue Drive East, Bradenton, FL

PROPOSAL DUE DATES: Interested Firms must submit their proposals electronically in both PDF and Excel format on or before Monday, May 1, 2017 Time: 5:00 PM to ZNS Engineering, LC. to [email protected]. The proposals shall be submitted in strict compliance with the directives provided in the RFP. The Proposals will be summarized and provided to all the respondents. They will be reviewed and evaluated per the evaluation criteria. A Proposal will be considered non-responsive if it does not contain all of the information and level of detail requested in the RFP.

The District's competitive award of the contract for the “Silverleaf Phase II and III Mass Grading” shall be conducted in accordance with Chapter 190 of the Florida Statutes, among other laws; the District's Rules of Procedure; and the terms of the Request for Proposals. Among other rights, the District's Board shall have the right to reject all bids, proposals, replies or responses because they exceed the amount of funds budgeted, if there are not enough to be competitive, or if rejection is determined to be in the best interests of the District. No contractor shall be entitled to recover any costs of bid, proposal, response or reply preparation or submittal from the District. Minor variations in the bids may be waived by the District's Board.

Challenges to the terms and specifications of the District's Request for Proposals must be received within 72 hours from the time that the Request for Proposal is first made available. A formal written protest must be filed with the District within 10 days of the notice of protest. Additionally, any person adversely affected by the District's intended decision shall file with the District a written notice of protest and protest bond within 72 hours after the receipt of the District's notice of intended decision and file a formal written protest within ten days after the filing of the notice of protest. The required notice of protest, protest bond, and formal written protest must each be timely filed with the Silverleaf Community Development District, Fishkind & Associates, Inc., Attn: Jill Cupps Burns, 12051 Corporate Boulevard, Orlando, FL 32817 (407)382-3256. Failure to file a notice of protest or formal written protest within the time prescribed herein, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings.
