PHH MORTGAGE CORPORATION, is Plaintiff and DON E. HAGER, JR.; UNKNOWN SPOUSE OF DON E. HAGER, JR.; CITY OF WINTER HAVEN, FLORIDA, are defendants. Stacy M.
