NOTICE OF PUBLIC HEARINGS AND REGULAR GOVERNING BOARD MEETING
The Governing Board (“Board”) of the Babcock Ranch Community Independent Special District (“District”) will hold public hearings on June 25, 2020, at 1:00 p.m. at The Hive, 42891 Lake Babcock Drive, Room 211, Punta Gorda, Florida 33982.
The public hearings will be rulemaking hearings and will provide an opportunity for the public to address proposed rules that set fees and charges related to the District's water utility, adoption of an amended Cross Connection Control Policy and adoption of amendments to the Babcock Ranch Community Independent Special District Design and Specification Manual, Volumes 1-3. The purpose and effect of the proposed rules is to provide for efficient and effective District operations, to provide sufficient revenues to meet expenses and provide services within the boundaries of the District and to provide for efficient and effective District construction, maintenance and operations within boundaries of the District .The proposed rule is as follows:

Specific legal authority for the rules includes section 120.054, Florida Statutes, and Chapter 2007-306, Laws of Florida, as amended. Any person who wishes to provide the District with a proposal for a lower cost regulatory alternative as provided by section 120.541(1), Florida Statutes, must do so in writing within twentyone (21) days after publication of this notice.

In the event that the COVID-19 public health emergency prevents the public hearings from occurring in-person, the District may conduct the public hearings by telephone or video conferencing communications media technology pursuant to governmental orders, including but not limited to Executive Orders 20-52 and 20-69 issued by Governor DeSantis on March 9, 2020, and March 20, 2020, respectively, and any extensions or supplements thereof, and pursuant to Section 120.54(5)(b)2., Florida Statutes.
While it may be necessary to hold the above referenced public hearings and meeting utilizing communications media technology due to the current COVID-19 public health emergency, the District fully encourages public participation in a safe and efficient manner. To that end, anyone wishing to listen to and/or participate in the public hearings can do so telephonically at 1-888-354-0094, Conference ID: 2144145. Participants are strongly encouraged to submit questions and comments to the District Manager's Office at [email protected] or by calling (561) 571-0010 by June 18, 2020 at 12:00 p.m., in advance of the public hearings to facilitate the Board's consideration of such questions and comments during the hearings.
The public hearings may be continued to a date, time, and place to be specified on the record at the hearings. If anyone chooses to appeal any decision of the Board with respect to any matter considered at the public hearings, such person will need a record of the proceedings and should accordingly ensure that a verbatim record of the proceedings is made which includes the testimony and evidence upon which such appeal is to be based. At the hearings, one or more Supervisors may participate in the public hearings by telephone.
