CITY OF OLDSMAR, FLORIDA REQUEST FOR PROPOSAL 2021-004-RFP: Solid Waste Collection Services
The City of Oldsmar, Florida, a Florida Municipal Corporation, is soliciting Request for Proposal (RFP) from qualified proposers interested in entering into a contract with the City for comprehensive solid waste collection services. The City intends to select one firm with demonstrated expertise in providing similar services to those requested herein.

Proposers with demonstrated expertise in this field are invited to submit a proposal package. The Request for Proposal (RFP) can be obtained from the City of Oldsmar, Administrative Services Department, 100 State Street West, Oldsmar, Florida 34677-3655; or the City of Oldsmar website at www.myoldsmar.com on April 30, 2021. Questions regarding this RFP should be directed to Kathryn Farrelly, Procurement Analyst, at [email protected]. All questions must be received in writing no later than 5:00 PM, local time, Friday, May 21, 2021, and will be answered via written addendum.

Proposals shall be submitted to the City of Oldsmar, to the attention of the Administrative Services Department, 100 State Street West, Oldsmar, Florida, 34677-3655 no later than 2:00 PM, local time, TUESDAY, JUNE 8, 2021. A non-mandatory pre-proposal conference will be held at 2:00 pm EST on Wednesday, May 19, 2021 at TECO Hall, located in the Oldsmar Public Library at 400 St. Petersburg Dr. in Oldsmar, Florida 34677.

All proposals must be accompanied by a certified check, bank draft or bid bond in the amount $100,000.00, made payable to the City of Oldsmar, which check, draft or bid bond shall guarantee that the proposal be accepted.

The City of Oldsmar staff will evaluate the submitted proposals based on the criteria established in the Request for Proposal and in accordance with Florida Statute § 287.055 and rank the qualified Proposers in order of preference. After the ranking is completed, City Council approval will be sought to approve the ranking and award a negotiated agreement, which is in the best interest of the City, to the top ranked Firm.
