CITY OF DUNEDIN REQUEST FOR BANK LOAN PROPOSALS RFP 21-1191
The City of Dunedin, Florida (the “City”) is seeking proposals from qualified financial institutions to provide a tax-exempt fixed rate bank loan (the “Loan” or the “Note”), at the lowest overall borrowing cost and most favorable financial and legal terms, pursuant to certain conditions. The proceeds of the Loan will be used, along with other available money if any, for a) the costs of acquisition of property located within the geographic boundaries of the City of Dunedin Community Redevelopment Agency (the “CRA”) to be used for parking, and improvements related thereto, and b) to fund the cost of issuance associated with the Loan. The Loan will be payable from a covenant to budget and appropriate legally available non-ad valorem revenues of the City as further described herein.
The City shall accept and review proposals from qualified financial institutions. Proposals for a tax-exempt fixed rate loan should be submitted based upon the proposed financing structure below. The City will select the bank financing that provides the lowest overall borrowing cost and most favorable financial and legal terms in its sole and absolute discretion. Hilltop Securities Inc. (“HilltopSecurities”), Orlando, Florida, as the City's Financial Advisor, will be assisting the City with respect to the Loan.

Proposals. Proposals in response to this Request for Proposal (RFP) shall be submitted in a sealed envelope (please submit one unbound original and one electronic usb copy), clearly identified as:

Proposals are due no later than the date and time noted above. Any proposal received after that date and time will not be accepted. Any individual requiring special assistance must notify the Purchasing Office (at the email address above) in writing 48 hours in advance of the due date and time so that arrangements can be made. No proposal shall be withdrawn for a period of ninety (90) days from the opening date without the consent of the City of Dunedin, Florida.
