Notice of the
Establishment of a Temporary Point of Compliance for a
Contaminated Site
The Florida Department of Environmental Protection (Department) intends to approve the establishment of a Temporary Point of Compliance (TPOC) for a contaminated site, the source of which is located at the West Pharmaceutical Services of FL, Inc. - St. Petersburg Facility at 5111 Park Street North, Pinellas County, Florida. The proposed Temporary Point of Compliance extends beyond the source property boundary onto the properties at the addresses listed below:
• 5151 Park Street N.
• 5230 81st Street N.
• 5201 Park Street N.
• ROW on Park Street - South of 54th Avenue
and North of 50th Avenue
The Person Responsible for the Site Rehabilitation (“PRSR”) of this Contaminated Site is West Pharmaceutical Services of FL, Inc., c/o Mr. Steven G. Walton, VP Environmental Health & Safety, 530 Herman O. West Drive, Exton, PA 19341. The entire contaminated area, which may include multiple properties, is called the “Contaminated Site.” The Department is in the process of reviewing a remedial action plan for groundwater contaminated by chlorinated volatile organic compounds that requires establishment of a temporary point of compliance extending onto the properties listed above.
Copies of any relevant documents concerning the Contaminated Site and the proposed remedial action plan, including the establishment of a temporary point of compliance, are available for public inspection during regular business hours at the Department's Southwest District Office located at 13051 North Telecom Parkway, Temple Terrace, FL 33637. Copies of documents are also available through the FDEP's OculusTM electronic filing system at http://dwmedms.dep.state.fl.us/Oculus/servlet/login. The FDEP Site ID Number for the Contaminated Site is ERIC_9775.
The Department's Project Manager for the site rehabilitation is Serge Kiyali, E.I., who may be contacted at address above. Please direct any comments regarding this Notice, the remedial action plan or requests for copies of the Department's actions regarding the Contaminated Site to Serge Kiyali, E.I.
Persons receiving this Notice shall have the opportunity to comment to the Department's address noted above on the proposed action within 30 days of the date of the publication of this Notice.
