NOTICE OF INVITATION TO SUBMIT PROPOSALS/OFFERS IN CONNECTION
WITH THE CONSIDERED SALE AND DISPOSITION OF REAL PROPERTY
OWNED BY THE CITY OF BRADENTON, FLORIDA
The City of Bradenton, Florida (the “City”) is the owner of, and is considering disposition of its interest in the following described real property:
A 4.00 +/- acre site located at 101 12th Street West, Bradenton, Florida. The subject parcel is part of a larger, approximately 5.64 acre parent site listed with the Manatee County Property Appraiser's Office as: Parcel #3294300003 and Parcel #3291200008. Said Property is currently improved by Bradenton City Hall and Bradenton Police Department.
Pursuant to Section 163.380(3)(a), Florida Statutes, a local government, prior to disposition of any real property or interest therein in a community redevelopment area, is required to give public notice of such considered disposition by publication in a newspaper having a general circulation in the community, at least thirty (30) days prior to the execution of any contract to sell, lease, or otherwise transfer the real property and, prior to the delivery of any instrument of conveyance with respect thereto, and invite proposals from, and make all pertinent information available to, private redevelopers or any persons interested in undertaking to redevelop or rehabilitate real property located in a community redevelopment area.
Any party who is interested in acquiring said real property is hereby notified that proposals to acquire said real property are instructed to submit five- (5) copies and one (1) original of their proposals. Include 1 electronic copy on a flash drive. Proposals shall be received in a sealed envelope/box, prior to the time scheduled to receive proposals, and shall be clearly marked “SEALED BID - CONSIDERED DISPOSITION OF REAL PROPERTY”. Proposals must be in writing and received by the Purchasing Office no later than 5:00 p.m. (EST) on the ninetieth day (Monday, August 15, 2022) following the first date of publication of this Notice of Disposal of Real Property. Proposals received after 5:00 p.m. (EST) on the ninetieth day (Monday, August 15, 2022) following the first date of publication of this Notice of Disposal of Real Property will be rejected and not opened. In the event that the City does not receive any proposals in response to this Notice of Disposal of Real Property or in the event that all proposals received by the Notice of Disposal of Real Property are rejected by the City, the City reserves the right to seek, negotiate, and accept proposals deemed to be in the public interest from any other person or entity without further notice.
A minimum acceptable offer to be considered of $10,460,000.00 (TEN MILLION FOUR HUNDRED and SIXTY THOUSAND DOLLARS) has been set by the City Council pursuant to a property appraisal. The City Council and/or City Administrator may require an earnest money deposit in the amount of $50,000.00, in the form of a certified or cashier's check, or an irrevocable letter of credit from a financial institution as defined in section 655.005 Florida Statutes, from any interested offeror whose proposal(s) are deemed to meet a level of interest by the governing body after consideration of all offers.
All proposals shall include a project description that includes the proposed intended use of the subject property, how the intended use of the property will promote the redevelopment of the downtown area, the scope of the project and a timeline for implementation.
Proposals should include terms which you are willing to discuss with regard to the City's possible utilization of the facilities for an additional twenty-four (24) months post-closing while new City Government facilities are constructed.
All offers/proposals must be submitted in a sealed envelope marked “SEALED BID -CONSIDERED DISPOSITION OF REAL PROPERTY”. NOTE: The City will not open any envelope which is not properly marked.
All offers/proposals received by the submission deadline (Monday, August 15, 2022) will be publicly opened at 10:00 a.m. on Wednesday, August 17th, 2022, in Council Chambers, located in City Hall at 101 Old Main Street, Bradenton, Florida. Any interested party may attend this public offer opening.
This Invitation to offer does not constitute any agreement to sell or dispose of the property by the City of Bradenton and any offer that does not meet the minimum set forth above will be considered nonresponsive and rejected. This is only a solicitation for proposals and the City is under no obligation to accept or consider any proposal from any offeror. The City shall retain the right to do what is in the best interests of the City relative to the subject parcel.
The City reserves the right to impose other conditions to the sale of the Property and the final proposed Agreement will be subject to approval by City Council.
The City of Bradenton has scheduled a Non-Mandatory Pre-Proposal Conference scheduled for 2:00pm, Tuesday, June 14, 2022 via Zoom. Detailed information on the Zoom meeting will be posted to DemandStar.com. The conference will begin promptly at the prescribed time. The purpose of the conference will be to familiarize all respondents with the process and respond to questions.
Respondents are encouraged to communicate any questions by Monday, August 1, 2022 at 5:00 pm. Questions should be sent in writing via email to Tammy.WintonSpearman@ bradentonfl.gov. Questions and answers will be communicated to all respondents by issuing an addendum posted to https://www.demandstar.com . The City reserves the right to modify this schedule at any time.
