CITY OF DUNEDIN DOWNTOWN LOOPER MOBILITY SERVICE RFP 23-1217
REQUEST FOR PROPOSAL (RFP) PROCEDURES

The City of Dunedin is soliciting proposals from qualified mobility organizations (the “Contractor”) to provide all personnel, vehicles, materials and services required to address mobility issues and alleviate parking and traffic concerns in Downtown Dunedin, Florida. Specifically, the City intends to initiate a Downtown eco-friendly looper service or services for the implementation of a 6-month pilot project. The pilot planning effort would emphasize a fixed-route looper with the potential for future on-demand services. The vehicle(s) must be American with Disabilities Act (ADA) accessible. Pilot surveys and app must be implemented and analyzed to assure the most optimum service and routes should a program be adopted long-term. The awarded Contractor shall provide overall management and implementation with the goals including, but not limited to, identifying the most efficient route(s) and desired headways, refining long-term operational costs, identifying partnership and funding opportunities, and estimating income and expenses. The Contractor will coordinate with local businesses and special event coordinators. In addition, the Contractor shall coordinate with other Downtown transit providers and the metropolitan planning organization. The proposal shall further include a cost-recovery plan and show anticipated reductions assuming sponsorships are acquired and the pilot is successful.

A voluntary pre-bid meeting will be held at 10:00 am Thursday November 10, 2022 in the Dunedin Community Development Conference Room located at 1415 Pinehurst Rd. Suite F Dunedin, FL 34698. Attendance is voluntary. However, it is strongly recommended that all interested Contractors attend.

Proposals shall be based on the attached Scope of Work. The RFP may be picked up at the address below. You may also email your request to [email protected] or you may download the RFP from www.demandstar.com.

Sealed Proposals: Responses to this Request for Proposal (please submit one unbound original, five (5) copies and one disc/usb copy) shall be submitted in a sealed envelope, clearly identified as:

Proposals are due no later than the date and time noted above. Any proposal received after that date and time will not be accepted. Any individual requiring special assistance must notify the Purchasing Office in writing 48 hours in advance so that arrangements can be made. No proposal shall be withdrawn for a period of ninety (90) calendar days, from the opening date, without the consent of the City of Dunedin, Florida.
