NOTICE OF RULEMAKING FOR THE PURPOSE OF ADOPTING USER FEES AND CHARGES OF THE
LAKEWOOD RANCH STEWARDSHIP DISTRICT
A public hearing will be conducted by the Lakewood Ranch Stewardship District (“District”) on July 7, 2023, at 9:00 a.m. at 14400 Covenant Way, Lakewood Ranch, Florida 34202. In accordance with Chapter 120, Florida Statutes, and Chapter 2005-338, Laws of Florida, the District hereby gives the public notice of its intent to adopt user fees and charges related to the District's provision of non-potable irrigation water. The public hearing will provide an opportunity for the public to address the proposed user fees and charges. The proposed user fees and charges are as follows:

(1) for first 10 million gallons and then $1.06 per $1,000 gallons
(2) fixed charge for meter of $765.67 per month for all pressure customers, subject to annual 1.5% rate increase

The proposed user fees and charges may be amended at the public hearing pursuant to discussion by the Board and public comment. The purpose and effect of the rule setting such user fees and charges is to provide sufficient revenue to meet expenses and provide services related to the operations of the non-potable irrigation water utility. A copy of the proposed rule may be obtained at the offices of the District Manager, PFM Group Consulting, LLC, 3501 Quadrangle Blvd., Suite 270, Orlando, Florida 32817, (407) 723-5900 (District Manager's Office”). Specific legal authority for the rule includes Section 120.054, Florida Statutes, and Sections 6(6)(e) and 6(6)(j) of Chapter 2005-338 17-220, Laws of Florida, as amended. Prior notice of rule development for the rulemaking hearing was published in the Business Observer on May 26, 2023.

Any person who wishes to provide the District with a proposal for a lower cost regulatory alternative as provided by section 120.541(1), Florida Statutes, must do so in writing within twenty-one (21) days after publication of this notice.

The public hearing may be continued to a date, time, and place to be specified on the record at the hearing. If anyone chooses to appeal any decision of the Board with respect to any matter considered at the public hearing, such person will need a record of the proceedings and should accordingly ensure that a verbatim record of the proceedings is made which includes the testimony and evidence upon which such appeal is to be based. At the hearing, one or more Supervisors may participate in the public hearing by telephone.

Pursuant to provisions of the Americans with Disabilities Act, any person requiring special accommodations to participate in this hearing is asked to advise the District Manager at least forty-eight (48) hours before the hearing by contacting the District Manager's Office.
