In accordance with the National Environmental Policy Act, the Council on Environmental Quality regulations for implementing NEPA (40 CFR Parts 1500 through 1508) and the HHS General Administration Manual Part 30 Environmental Protection (February 25, 2000), HRSA has determined that the Proposed Ruskin Health Center will have no significant adverse impact on the quality of the human environment. As a result of this FONSI, an Environmental Impact Statement will not be prepared.
The Health Resources and Services Administration (HRSA) of the Department of Health and Human Services (HHS) provides funding to support health centers with the expansion and improvement of their physical infrastructure in order to increase their capacity to provide primary and preventive health care services to medically underserved populations nationwide. This proposed activity is supported through funding awarded by HRSA.
Suncoast Community Health Centers has applied for this HRSA award. The applicant proposes to use HRSA funding to construct a new 24,200 square feet medical clinic on 3.66-acres of land at 820 15th Street SE, Ruskin, Florida. This property has already been purchased by SCHC and is less than 1.5 miles from their existing facility. The undeveloped site would undertake construction activities including a medical facility, appropriately sized vehicular parking with ingress and egress, required landscaping, and a stormwater management pond. This facility will have the ability to provide for the future healthcare needs of the Ruskin community at a higher level of care and comfort than their current facility's capabilities. The 3.66-acre Project site currently is vacant land comprised of native and non-native vegetation that has flourished as a result of no development on the site.
The applicant submitted an Environmental Assessment (EA) that documents impacts of the proposed action. This EA is incorporated by reference into this FONSI.
Additional project information is contained in the Environmental Assessment for this project, which is on file at the following addresses for public examination upon request between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday.

No further environmental review of this project is proposed prior to final approval from HRSA.
Public Comments
Any individual, group, or agency disagreeing with this determination or wishing to comment on these projects may submit written comments to Suncoast Community Health Centers, Inc., Attn: Robert Rodriguez, CFO, at the above referenced address.
HRSA will consider all comments received within 15 days of this “Notice” prior to final approval and release of environmental conditions for the project.
