Request for Proposal for
Kinfield Phase 1 Master Infrastructure

Notice is hereby given that HINES ACQUISITIONS, LLC (“Owner”) will receive proposals for the following project:
Kinfield Phase 1 Master Infrastructure
San Antonio, Florida
The Construction Contract requires contractors to provide the construction, labor, materials, and equipment necessary to develop master infrastructure for Kinfield--Phase 1, a ±100.5-acre portion of a Master Planned Community in San Antonio, FL. The project includes the construction of approximately ±5,000 linear feet (LF) of 4-lane collector road and ±6,300 LF of 2-lane collector road, as well as modifications to approximately ±4,000 LF of State Road 52 for roadway widening. Additionally, the scope encompasses the development of stormwater treatment facilities, storm sewer systems, and potable water and sanitary sewer infrastructure. All work will adhere to the construction plans and specifications detailed in the Project Manual.
The Project Manual, consisting of the proposal submittal package, sample contract form, proposal form(s), plans, and other materials, will be available electronically only beginning April 7, 2025 at 9:00 AM EDT. Parties interested in obtaining the Project Manual shall notify Brian Surak ([email protected]) and Heather Meyer ([email protected]) by 4:00 PM EDT on April 4, 2025 in order for electronic copies to be made available in time for the Release Date.
There will be a Mandatory pre-bid conference at the offices of Clearview Land Design, P.L., 3010 W. Azeele Street, Suite 150, Tampa, Florida 33609 at 1:30 PM EDT on April 8, 2025. Failure to attend will preclude a Bidder from responding to this Invitation to Bid.
The Owner reserves the right to reject any and all proposals, make modifications to the work, award the contract in whole or in part with or without cause, provide for the delivery of the project in phases, and waive minor or technical irregularities in any Proposal, as it deems appropriate, if it determines in its discretion that it is in the Owner's best interests to do so.
Bids are to be addressed to Brian Surak, P.E. with electronic copy to [email protected] and will be received at the office of Clearview Land Design, P.L, 3010 W. Azeele Street, Suite 150, Tampa, Florida 33609, no later than 4:00 PM EDT on May 8, 2025. This is a private bid opening.
Proposals shall be in the form provided in the Project Manual and submitted pursuant to the Instructions to Proposers. Each proposal shall remain binding for a minimum of one hundred and twenty (120) days after the proposal opening.
The successful Proposer will be required, prior to the execution of the Contract, to furnish a payment and performance bond for one hundred percent (100%) of the value of the contract, with a Surety acceptable to the Owner. As this Contract may be assigned to a community development district, such bond must be assignable and may be altered to comply with the requirements of section 255.05, Florida Statutes.
