INVITATION TO BID - BID #2025-01
BUTLER STREET AND BESSIE STREET DRAINAGE IMPROVEMENTS AND WATER MAIN INSTALLATION
Sealed bids, in duplicate, for Bid #2025-01, Butler Street and Bessie Street Drainage Improvements and Water Main Installation will be accepted at the Office of the Town Clerk, Town Hall, Town of Windermere, Orange County, Florida, beginning April 24, 2025, at 4:00 PM. Bids must be hand delivered and date- and time-stamped at the Office of the Town Clerk no later than May 29, 2025, at 3:00 PM. Immediately thereafter, all timely received bids will be publicly opened and read aloud at Town Hall.
Any bids received after 3:00 PM on May 29, 2025, will not be accepted under any circumstances and will be returned unopened.
Description of Work:
The Project consists of furnishing all materials, equipment, labor, and incidentals necessary for drainage improvements and water main installation on multiple streets, as described in the Contract Documents prepared by Kimley-Horn and Associates, Inc., Orlando, Florida. The Project includes Base Bids and Bid Alternates, detailed as follows:
Base Bid 1: Drainage improvements on Butler Street, Seventh Avenue, and enhancements to Fernwood Park.
Bid Alternate 1: Installation of an 8-inch water main and service laterals along Butler Street and Seventh Avenue.
Base Bid 2: Drainage improvements on Ninth Avenue, East Boulevard, Eighth Avenue, Bessie Street, Oakdale Street, Magnolia Street, and Third Avenue.
Base Bid 2(a): Town-funded Phase II.
Base Bid 2(b): FEMA-funded Phase I.
Bid Alternate 2: Installation of an 8-inch water main and service laterals along Ninth Avenue, East Boulevard, Eighth Avenue, and Bessie Street.
Pre-Bid Conference:
A non-mandatory pre-bid conference will be held on May 12, 2025, at 10:00 AM at the Town Administration Community Room, 614 Main Street, Building 100, Windermere, Florida, 34786.
Obtaining Documents:
The complete bid package (Project Manual and Drawings) may be obtained from the Town's website at http://www.town.windermere.fl.us or from DemandStar at http://demandstar.com. Plan holders must notify the Town when downloading documents to ensure inclusion on the plan holder's list.
Bid Requirements:
A certified check or bid bond for not less than 5% of the bid amount, payable to the Town of Windermere, must accompany each bid.
Bidders must submit an original and one (1) copy.
Bids must be submitted in a sealed envelope labeled:
“BID FOR BID #2025-01, BUTLER STREET AND BESSIE STREET DRAINAGE IMPROVEMENTS AND WATER MAIN INSTALLATION, TOWN OF WINDERMERE, WINDERMERE, FLORIDA”, along with the Bidder's name, address, and Florida Contractor's License Number clearly shown on the envelope.
Bidders must acknowledge all addenda received.
Bids shall be awarded in accordance with applicable federal, state, and local laws, rules, and regulations, and pursuant to the provisions of the Bid Documents and Town of Windermere purchasing policies.
Federal and Funding Information:
This Project is funded in part by the Federal Emergency Management Agency (FEMA) under the Hazard Mitigation Grant Program (HMGP), with 75% of the funding provided by HMGP and 25% provided by the Town of Windermere. Accordingly, bidders must comply with all applicable federal laws, regulations, and executive orders.
