NOTICE OF PUBLIC HEARING TO CONSIDER THE
ADOPTION OF THE FISCAL YEAR 2026 BUDGET;
NOTICE OF ATTORNEY-CLIENT SHADE SESSION; AND
NOTICE OF SPECIAL BOARD OF SUPERVISORS’ MEETING.

The Board of Supervisors (“Board”) of the Lake St. Charles Community Development District (“District”) will hold a public hearing on September 3, 2025, at 2:00 p.m. at the Lake St. Charles Community Clubhouse, 6801 Colonial Boulevard, Riverview, Florida 33578, for the purpose of hearing comments and objections on the adoption of the proposed budget (“Proposed Budget”) of the District for the fiscal year beginning October 1, 2025 and ending September 30, 2026 (“Fiscal Year 2026”). A special board meeting of the District will also be held at that time where the Board may consider any other business that may properly come before it. An attorney-client shade session will also be held at that time. The attorney-shade session is expected to start at 2:00 p.m. or immediately after the conclusion of the District’s Special Board Meeting, whichever is later.

A copy of the agenda and Proposed Budget may be obtained at the offices of the District Manager, Rizzetta & Company, Inc., at 2700 S Falkenburg Rd Ste. 2745, Riverview, FL 33578 Phone: (813) 533 - 2950 (“District Manager’s Office”), during normal business hours, or by visiting the District’s website at https://www.lakestcharles.org/.

The public hearing and meeting are open to the public and will be conducted in accordance with the provisions of Florida law. The public hearing and meeting may be continued to a date, time, and place to be specified on the record at the meeting. There may be occasions when Board Supervisors or District Staff may participate by speaker telephone.

The attorney-client shade session, which is closed to the public, is being held pursuant to Section 286.011(8), Florida Statutes, and relates to advice on pending litigation expenditures and litigation strategy related to Martinez v. Lake St. Charles Community Development District, Case Number 8:25-cv-01128-TPB-CPT, pending in the US District Court, Middle District of Florida (Tampa Division). The subject matter of the closed attorney-client shade session shall be confined to settlement negotiations or strategy sessions related to litigation expenditures. The persons attending the shade session shall be limited to the following: Lindsay Moczynski, Esq.; Jennifer Kilinski, Esq.; Savannah Hancock, Esq.; Rob Sniffen, Esq.; Mitchell Herring, Esq.; Ruben Durand and Matt Huber, co-District Managers; Virginia (Ginny) Gianakos; Yvonne Brown; John Hines Marshall; Toni Marie Davis; Benjamin Turinsky; and a court reporter. The attorney-client shade session is anticipated to last 30 minutes, and will be transcribed by a court reporter.

Each person who decides to appeal any decision made by the Board with respect to any matter considered at the public hearing or meeting is advised that person will need a record of proceedings and that accordingly, the person may need to ensure that a verbatim record of the proceedings is made, including the testimony and evidence upon which such appeal is to be based.
