SECOND PUBLIC HEARING NOTICE

The City of Zephyrhills plans to apply to Florida Commerce for a FFY 2023-2024 Small Cities Community Development Block Grant (CDBG) in the amount of $11,565,210.00 in the Commercial Revitalization category. For each activity that is proposed, at least 70% of the funds must benefit low- and moderate-income persons. The activities, dollar amounts and estimated percentage benefit to low- and moderate-income persons for which the City of Zephyrhills is applying are:
Service Area #1 Zephyr Park Service Area:
03F - Open Space, Parks and Playgrounds: The City of Zephyrhills is proposing to construct a new large nature themed splash pad, 2 playground areas, exercise area with equipment, large stage to include lighting and sound equipment, restrooms, walking nature trails, disc golf, a nature zip line, picnic facilities, a heritage garden showcasing the WPA fountain, bridge and columns, a public art exhibit area and seating throughout the park. Additionally, the City is proposing to construct educational areas to inform the public about the story of water in Florida, the Pasco County heritage of agriculture and the history of the “Tin Can Tourist” in Zephyrhills. Zephyr Park is located at 38116 5th Avenue in the City of Zephyrhills. The Service Area for the project is the City limits of the City of Zephyrhills. The City's citizens are the primary users of Zephyr Park.

Service Area #1 Zephyr Park Service Area:
03I - Flood and Drainage: The City of Zephyrhills is proposing to increase the capacity of the existing stormwater retention pond in Zephyr Park to help reduce the flooding in and around the park area during and immediately after significant storm events. The City is proposing the reconstruction and expansion of the stormwater retention pond. Zephyr Park is located at 38116 5th Avenue in the City of Zephyrhills. The Service Area for the project is the City limits of the City of Zephyrhills. The City's citizens are the primary users of Zephyr Park.

The City of Zephyrhills does not anticipate that anyone will be displaced as a result of CDBG-funded activities. If any person is displaced as a result of these planned activities, the City of Zephyrhills will assist as described in the City's anti-displacement and relocation policy, which is available for review at City Hall.
A public hearing to provide citizens with an opportunity to comment on the application will be held on Monday, May 12, 2025, at 6:00 p.m. or as soon thereafter as possible at the City of Zephyrhills Public Library located at 5347 8th St, Zephyrhills, FL 33542. A draft copy of the application will also be available for review during normal business hours at the City of Zephyrhills City Hall located at 5335 8th Street, Zephyrhills, Florida 33542 by noon on Thursday, May 8, 2025. Persons wanting to submit written comments on the application should send them to Mr. Ricardo Quinones, City Clerk, City of Zephyrhills, by e-mail at [email protected] or by mail to City of Zephyrhills, 5335 8th Street, Zephyrhills, Florida 33542 no later than noon on Monday, May 12, 2025.
A copy of the final application will be available for review at the City of Zephyrhills City Hall, no later than Thursday, May 15, 2025. The application will be submitted to Florida Commerce on or before May 16, 2025.
