NOTICE TO BIDDERS
THE FRIENDS OF JOSHUA HOUSE FOUNDATION, INC
INFRASTRUCTURE UPGRADES
1515 MICHELIN COURT, LUTZ, FL 33549

FRIENDS OF JOSHUA HOUSE FOUNDATION, INC. (FoJH) is undertaking a project and seeking a qualified General Contractor to perform the following scope of work located at 1515 Michelin Court, Lutz, FL 33549. The project involves multiple site utility improvements that will require oversight, scheduling, and coordination of approved subcontractors as outlined below.

Scope of Work includes but is not limited to the following:
• - Septic System Replacement: Abandon the existing system and install 1050-gallon concrete tank and new drainfield, including a grinder pump and septic sand.
• - Drainfield Installation: Install 650 sq. ft. of drainfield, deliver and place septic sand, and remove old drainfield materials.
• - Hydro Tank Rehabilitation: Sandblast and coat a 5000-gallon hydro tank interior/exterior. Set up a temporary bypass system to ensure the facility is not without water during sandblasting and coating.
• - Electrical-permitting and coordination with an electrical
subcontractor with the septic installation and emergency generator.
• - Utility Area Coordination: Maintain access to water valves, septic tanks, propane tanks, generators, and other marked zones.
• - Compliance and Safety: Ensure regulatory compliance, coordinate
inspections, and manage all job site safety responsibilities.

FoJH intends to seek fixed-price, lump-sum bids for all work. All bid documents can be obtained by emailing Nathanael Moore at [email protected] or by calling (813) 435-0318. The agreement type will be AIA A101-2017 (Standard Form of Agreement Between Owner and Contractor).

A MANDATORY in-person Pre-bid / Bid meeting/Project site Walk-Thru will be held on Friday, May 16, 2025, starting at 10:00 AM EST. If you plan to attend, please provide your email Attn: Nathanael Moore, or email them to [email protected] so he may send you an invitation.

Attendees shall sign into the meeting with their full name and company name when logging in or arriving on site. Only companies joining the meeting shall be eligible to turn in a bid. Failure to arrive at the meeting within the first half hour of the meeting may disqualify the potential bidder from participating in the bidding process. The meeting will include a project overview, presentation of federal funding requirements, and an in-person tour of the project locations on the campus.

All questions regarding the project must be submitted in writing Attn: Nathanael Moore, or emailed to [email protected]. The question period will be closed on Monday, May 19, 2025, at 12:00 PM EST. Responses to the questions will be issued as addenda to the construction documents and sent via email to all registered bidders by Wednesday, May 21, 2025, by 12:00 PM EST.

The bid deadline is Friday, May 23, 2025, at 5:00 p.m. EST. Submit sealed bids to 1501 W. Cleveland Street, Suite 230, Tampa, FL 33618, Attn: Nathanael Moore, or email them to [email protected]. The subject line or envelope must read “FoJH-Bid for Utility Improvements.”

The successful bidder shall be notified individually.

All RFI questions must be submitted in writing to [email protected] by May 30th, 2025, at 5 PM.

NOTICE TO BIDDERS / PROSPECTIVE CONTRACTOR(S)

This project, will be federally funded, in part through the Hillsborough County, Affordable Housing Services, with Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) and as such, bidder must comply with Presidential Executive Order 11246, as amended by Executive Order 11375; Title VII of the Civil Rights Act of 1964 as amended; the Davis-Bacon Act of 1968, as amended; the Copeland Anti-Kickback Act; the Contract Work Hours and Safety Standards Act and all other applicable federal, state and local laws, regulations, and ordinances. All bidders must adhere to 2 CFR 200.317 - 2 CFR 200.326.

Note that the successful bidder is required to pay workers on this project at least the minimum wages as determined in the Wage Determination Decision included in the Bidder's package; and that the contractor must ensure that employees are not discriminated because of race, color, religion, sex, or national origin.

This project is also a Section 3 covered activity. Section 3 requires that job training, employment and contracting opportunities be directed to very-low and low-income persons or business owners who live in the project's area.

The Awarding Authority reserves the right to reject any or all general bids, if it is determined to be in the public interest to do so, and to reject any bid if it determines that such bid does not represent the bid of a person competent to perform the work as specified or that less than three such bids were received and that the prices are not reasonable for acceptance.
