NOTICE OF RULEMAKING BY
ESTANCIA AT WIREGRASS COMMUNITY DEVELOPMENT DISTRICT
In accordance with Chapters 120 and 190, Florida Statutes, the Estancia at Wiregrass Community Development District (“District”) hereby gives notice of its intent to adopt Amenity Rates, Fees and Deposits, and Suspension and Termination Rule (together, “Amenity Rules”) related to the operation and use of the District’s amenity facilities and other properties. The proposed rule number is 2025-01.
A public hearing will be conducted by the Board of Supervisors of the District on December 16, 2025, at 6:00 p.m. at the Estancia at Wiregrass Clubhouse, 4000 Estancia Boulevard, Wesley Chapel, Florida 33543, relative to the adoption of the Amenity Rules. Pursuant to Sections 190.011(5) and 190.012(3), Florida Statutes, the Amenity Rules will not require legislative ratification.

The proposed Suspension and Termination Rule may be adjusted at the public hearing pursuant to discussion by the Board of Supervisors and public comment. The purpose and effect of the Suspension and Termination Rules and the proposed rates, fees and deposits are to provide for efficient and effective District operations of the District’ amenities and other properties by setting policies and regulations to implement the provisions of Section 190.035, Florida Statutes. The proposed Suspension and Termination Rules address use of access cards and key fobs, provide for the suspension and termination of amenity access, provide for an administrative reimbursement of up to Five Hundred Dollars ($500), provide for property damage reimbursement, provide authority for certain District staff to remove persons from the amenities, provide for hearings and appeal, and provide for other legal remedies.
The specific grant of rulemaking authority for adoption of the Amenity Rules includes Sections 190.011(5), 120.54 and 120.81, Florida Statutes. The specific law implemented in the Amenity Rules include but are not limited to 190.035(2).
A statement of estimated regulatory costs, as defined in Section 120.541(2), Florida Statutes, has not been prepared relative to the Amenity Rules. Any person who wishes to provide the District with a proposal for a lower cost regulatory alternative as provided by Section 120.541(1), Florida Statutes, must do so in writing within twenty-one (21) days after publication of this notice.
The proposed rates may be amended at the public hearing pursuant to discussion by the Board and public comment. This public hearing may be continued to a date, time, and place to be specified on the record at the hearing. If anyone chooses to appeal any decision of the Board with respect to any matter considered at a public hearing held in response to a request for such a public hearing, such person will need a record of the proceedings and should accordingly ensure that a verbatim record of the proceedings is made which includes the testimony and evidence upon which such appeal is to be based. At the hearing, one or more Supervisors or staff may participate in the public hearing by speaker telephone.
