THE FRIENDS OF JOSHUA HOUSE FOUNDATION, INC
FACILITY IMPROVEMENTS
1515 MICHELIN COURT, LUTZ, FL 33549
FRIENDS OF JOSHUA HOUSE FOUNDATION, INC. (FoJH) is undertaking a project and seeking a qualified contractor to perform the following scope of work: Improvements located at 1515 Michelin Court, Lutz, FL 33549: Driveway, retention ponds, sidewalk repairs/replacement, and stormwater drainage.
It is FoJH’s intent to seek fixed-price, lump-sum bids for all work described in the plans and specifications for the purpose of selecting a contractor for civil / site work. All bid documents can be obtained by email to Nathanael Moore at [email protected]; contact number (813) 435-0318. The agreement type will be AIA A101-2017 (Standard Form of Agreement Between Owner and Contractor).
A mandatory Pre / Bid meeting will be held in person at the project site on Friday, June 26, 2026, at 10:00 a.m. (EST) for an overview of the project, followed by a non-mandatory site walk-thru at 11:00 a.m. (EST) will take place.
All questions and requests for interpretations must be submitted in writing by Friday, July 3rd, 2026, at 5:00 p.m. to Nathanael Moore at [email protected]. Addenda, if needed, will be issued by Eric Hendra at Hendra and Associates via email to all registered bidders by July 10, 2026, by 5:00 p.m.
The bid submission deadline is 5:00 EST on Friday, July 24, 2026. Sealed bids can be submitted in person to 1501 W. Cleveland Street, Suite 230, Tampa, Florida 33618, Attn. Nathanael Moore or via e-mail at [email protected]. Sealed bid envelopes and e-mail subject lines shall be marked “FoJH-Bid for Improvements”. Each bid must be completed and submitted in accordance with the instructions to Bidders. Any bids received after the specified time and date will not be considered.
The successful bidder will be notified of the results of the review on or before Wednesday, August 5th, 2026.
NOTICE TO BIDDERS / PROSPECTIVE CONTRACTOR(S)
This project is federally funded, in part or whole through the Hillsborough County Affordable Housing Services, with Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD). As such, bidders must comply with Presidential Executive Order 11246, as amended; Title VII of the Civil Rights Act of 1964 as amended; the Davis-Bacon Act of 1968, as amended; the Copeland Anti-Kickback Act; the Contract Work Hours and Safety Standards Act and all other applicable federal, state and local laws, regulations, and ordinances. All bidders must adhere to 2 CFR 200.317 – 2 CFR 200.326.
For projects funded by the U.S. Department of Housing and Urban Development (HUD), the Build America, Buy America (BABA) Act applies. BABA requires that all iron, steel, and manufactured products constructed materials used for federally funded infrastructure projects are produced in the United States, unless otherwise exempt or subject to an approved waiver. Under Section 448.095, Florida Statutes, all contractors and subcontractors on this project are required to use the E-Verify system.
Note that the successful bidder is required to pay workers on these projects the minimum wages as determined in the Wage Determination Decision included in the Bidder’s package; and that the contractor must ensure that employees are not discriminated against because of race, color, religion, sex, or national origin.
This project is also Section 3 covered activity. Section 3 requires that job training, employment and contracting opportunities be directed to very low and low income persons or business owners who live in the project’s area. The subrecipient and its contractors and subcontractors, where applicable, shall comply with Section 3 of the Housing and Urban Development Act of 1968, incorporated herein by reference, and made a part hereof, with regard to all its requirements, including wage rates paid pursuant to this result of this Agreement. The Subrecipient also agrees to comply with the uniform administrative requirements contained in 24 CFR Part 75.
The Awarding Authority reserves the right to reject any or all general bids, if it be in the public interest to do so, and to reject any bid if it determines that such bid does not represent the bid of a person competent to perform the work as specified or that less than three responsive bids were received and that the prices are not reasonable for acceptance.
