INFORMAL REQUEST FOR PROPOSALS – STREET LIGHTS
Manatee County, Florida
The Summer Woods Community Development District (“District”) hereby requests proposals (“RFP”) from firms to provide approximately solar street lighting packages (poles/fixtures/solar panels/embedded controls/photometrics/installation) (“Street Lights”) for streets within the Summer Woods community. Please contact the District Manager for an electronic CAD file of the site plan.
As part of any proposal, an interested firm should submit pricing information, delivery and installation schedule, lighting specifications (e.g., structural specifications, installation method, etc.), and information about the firm’s background, performance history, production and delivery capabilities, and any other pertinent information. Each proposer should also supply any applicable financial information about the proposer, insurance and warranty information, a form of contract, and references from other similar projects. In addition to these items, the District will distribute a Request for Information that must be completed and submitted along with the other proposal materials. The District is conducting this RFP on an informal basis due to the unique nature of its circumstances, including the fact that the District is seeking a lease option and is replacing the existing lights within the community after prior lights failed during a storm event. As a point of clarification, the District is looking for proposals for long-term leases with maintenance and insurance included.
Each proposer must submit a proposal via email and in PDF format to: [email protected], with the “regarding” line labelled: “Streetlight Proposal – Summer Woods CDD.” The District would appreciate receiving proposals by noon on Monday, April 13, 2026, and welcomes proposers to attend the District’s upcoming Board meeting, which will be held on April 30, 2026, at 6:00 p.m. at the Harrison Ranch Clubhouse, 5755 Harrison Ranch Blvd, Parrish, Florida 34219. The District anticipates having its Board review and discuss the proposals at that time and may request short presentations and Q&A sessions with proposers. To be eligible to submit a proposal, an interested firm must hold all required local, state and federal licenses in good standing and be authorized to do business in Manatee County and the State of Florida.
Proposals will be evaluated on the basis of schedule, experience, financial capacity, price, contract terms, insurance requirements, lighting design, and other criteria that the District determines to be in its best interests. Further, the District reserves the right to reject any and all proposals, make modifications to the work, award the contract in whole or in part with or without cause, provide for the delivery of the project in phases, and waive minor or technical irregularities in any proposal, as it deems appropriate, and if the District determines in its discretion that it is in the District’s best interests to do so. There are no bid protest rights of any kind associated with this informal RFP.
