CITY OF OLDSMAR, FLORIDA REQUEST FOR PROPOSALS 2026-001-RFP: STATE GOVERNMENTAL RELATIONS
The City of Oldsmar, Florida, a Florida Municipal Corporation, is soliciting proposals from qualified firms interested in entering into an agreement with the City of Oldsmar to provide the City with State Governmental Relations Services, including but not limited to the development of legislative strategy, policy recommendations to agencies and elected officials, monitoring legislation and policy, securing appropriations, and advocating for legislation consistent with the City’s legislative program and priorities.

Contractors with demonstrated expertise in this field are invited to submit a proposal. The Request for Proposal (RFP) can be obtained from the City of Oldsmar, Administrative Services Department, 100 State Street West, Oldsmar, Florida 34677-3655; or the City of Oldsmar website at www.oldsmarfl.gov on March 20, 2026. Questions regarding this RFP should be directed to Jennifer Campbell, Senior Procurement Analyst, at [email protected]. All questions must be received in writing no later than 5:00 PM, local time, April 6, 2026, and will be answered via written addendum.

The proposals shall be submitted to the City of Oldsmar, to the attention of the Administrative Services Department, 100 State Street West, Oldsmar, Florida, 34677-3655 no later than 2:00 PM, local time, April 21, 2026, at which time and place they will be opened in the City Hall 2nd Floor Conference Room, located at 100 State Street W. in Oldsmar, Florida.

The City of Oldsmar staff will evaluate the submitted proposals based on the criteria established in the Request for Proposal and rank the qualified Proposers in order of preference. A recommendation will be made to the City Manager seeking approval of the ranking based on the established criteria to begin negotiations with the top-ranked firm. Approval will be sought from City Council to award a contract/agreement to the proposer that best meets the interests of the City of Oldsmar.
