NOTICE OF INVITATION TO BID AND PREQUALIFICATION
Ocoee Fire Station No. 38 - City of Ocoee, Florida
H.J. High Construction Company (HJH), Construction Manager at Risk for the City of Ocoee, invites qualified subcontractors and suppliers to prequalify and submit electronic bids for Ocoee Fire Station No. 38, 2121 N. Lakewood Avenue, Ocoee, Florida 34761 (N. Lakewood Avenue between 2nd Avenue and Banyan Boulevard).
Project: New single-story pre-engineered metal building fire station with mezzanine, three-bay drive-through apparatus bay, living quarters and support spaces, and associated site development on an approximately 3.2-acre site.

Prequalification Required: Only prequalified firms may bid. Forms and criteria are available beginning October 6, 2026 from [email protected]. Submissions are due by 2:00 PM ET on Tuesday, October 20, 2026, and will be accepted until Friday, November 6, 2026.
Confidential Design Information: The drawings and specifications are exempt from public records disclosure under Section 119.071(3)(b), Florida Statutes. Each prequalified bidder must execute the City of Ocoee Confidential Disclosure Agreement before receiving documents and must return or destroy them within 30 days after the bid date.
Bid Documents: Issued electronically to prequalified firms through Procore. Bidding is based on the permit submittal set; revisions arising from permit review will be issued as addenda to all registered plan holders.

Bids Due: By 2:00 PM ET on Thursday, November 12, 2026, through Procore or by email to [email protected]. HJH’s time of receipt governs. Late bids will not be accepted. Bids will be held in confidence and will not be publicly opened. Pricing shall remain firm for 90 days.
Requirements: Bidders must hold the appropriate Florida license for their trade, be enrolled in E-Verify, and participate in the City’s Owner Direct Purchase program. Payment and performance bonds are required for subcontracts over $100,000. Iron and steel permanently incorporated in the Work must be produced in the United States per Section 255.0993, Florida Statutes.
HJH reserves the right to reject any or all bids and to waive informalities, and encourages participation by local, small and minority-owned businesses.
